Gibraltar Gaming Commission & Authority

Gibraltar is located at the southern most tip of Europe. It was always known as a well-regulated financial center and therefore a natural choice for a gaming jurisdiction. Today the Gibraltar Gaming Commission, known as the Gibraltar Regulatory Authority, licenses sports books, online casinos and betting exchanges with the total number of licensees for online gambling being 21. Over 10% of its workforce is employed by the gaming industry.

Online gambling commenced in the mid 1990s and started growing around the end of the last century. The Gibraltar Regulatory Authority issued its first online gaming licenses in 1998. Initially the Gibraltar jurisdiction operated under the 1958 Gaming Ordinance. However with the tremendous growth in online gaming and the attendant social issues Gibraltar's House of Assembly updated its gaming legislation in 2005 and passed the Gambling Act 2005, under which the Gambling Regulatory Authority was appointed as the Gambling Commissioner. One of the reasons that Gibraltar has few licensees is that it has set strict standards and enforces them ruthlessly. The new act focuses on regulation, transparency and social obligations.

Gibraltar is the only United Kingdom overseas territory that is a part of the European Union. Also the Gibraltar jurisdiction is covered by the new U.K. Gaming Act. Both these associations have brought greater credibility and popularity to online gambling sites licensed in Gibraltar.

The responsibilities of the Gibraltar Regulatory authority include framing regulatory policies, evaluating applications for new licenses, investigating breach of license conditions and resolving disputes between player and operator. Among the numerous requirements that a potential licensee has to fulfill two are most important. The applicant has to produce a certificate confirming the integrity of the software from an approved inspection agency. The agencies approved for this purpose by the Gibraltar Regulatory Authority are Technical Systems Testing, eCOGRA, iTech Labs Australia and Gaming Associates Pty Ltd. The applicants also have to demonstrate their commitment to responsible gambling. They have to provide links from their sites to problem gambling help sites, have to incorporate self-exclusion features in their software and also have to take steps to prevent underage gambling.

Odds Look Good For Gamblers - Forbes - 10th July 2009

Internet gambling seems like a recession-proof business and even the reluctant U.S. might ride the train.

LONDON - Despite warmer weather and tough economic conditions, sofa spuds are still playing high rollers in virtual casinos. On Thursday online gaming firm PartyGaming, reportedly a takeover target of Nasdaq-listed rival Gigamedia, saw a jump in shares as much a 7% after it said trading in the second quarter has been robust with revenues in line with the first quarter.

Gibraltar-based PartyGaming, one of the world's biggest online gambling firms, also said casino sales had significantly increased from the previous quarter, driven by a substantial increase in the number of games being offered on its PartyCasino site.

"Casino is developing into a major success story and recent poker initiatives are getting traction. We are maintaining our forecasts at this stage but there are increasing grounds for optimism," said Wyn Ellis, an analyst at Numis in London.

The recent jump in PartyGaming shares might be just a premonition of a much bigger rally next September as industry analysts expect a 2006-anti online gambling law to be scrap in the U.S. by the end of the fall.

"There is a reasonably good chance that the U.S. will introduce some positive online legislation in terms of gambling first at a state level in September and then at a federal level," said Nick Batram, an analyst at KBC Peel Hunt, a brokerage firm in London.

Last May, Rep. Barney Frank introduced a bill to propose that online gambling be legalized and regulated in the United States. PartyGaming's shares have hovered around the $3.80 mark ever since they dropped from nearly $15.00, just after to the passing of the Unlawful Internet Gambling Enforcement Act in October 2006.

But PartyGaming shares, along with rival 888 Holdings, could see a rebound soon. "Some of the share prices have already discounted the U.S. opening up the online gambling markets and the possibility of some sector consolidation, but shares in European online gambling companies will rally European rally there is an element some of the share prices already discounting the US opening to a degree or some sector consolidation," said Batram, adding he still expects shares to rally once regulation for companies in the U.S. is relaxed.

Yet he warns PartyGaming's shares and other stocks like Gigamedia probably won't reach the historic highs they enjoyed before the outlaw act of 2006.

The U.S. government could raise more than $50 billion over 10 years from taxes on legalized online gambling, according to a study by PricewaterhouseCoopers. Online gambling generated revenue of $6 billion last year in North America, more than a quarter the global total of $22.6 billion, up from $17.6 billion in 2006, according to H2 Gambling Capital. Former 888.com marketing chief Matt Robinson joins PartyGaming

LONDON - Matt Robinson has left his position as vice president of brand marketing at online gambling brand 888.com to join rival company PartyGaming.

He joins Gibraltar-based PartyGaming in the lead UK marketing role and will report into chief marketing officer John Welch, who joined this week from Centrebet.

PartyGaming owns a number of brands, including PartyPoker, PartyBingo and PartyCasino.

Robinson joined 888.com five years ago, and oversaw the appointment of Grey London to its global ad account earlier in the year. According to a company spokesman, Robinson is yet to be replaced.

It was revealed this week that Grey resigned the 888.com account due to a number of disagreements over fees. The brand has called a pitch for the £3m account.

In June, it was announced that PartyGaming signed a deal with Channel Five to launch a new, Five-branded online bingo and casino service.

PartyGaming to focus on mainland Europe - 23rd July 2009

PartyGaming aims to focus on continental European as it rolls out Cashcade and Party bingo brands alongside more white-label deals, the company has advised.

PartyGaming has acquired Cashcade for £71.9m, with an additional payment of up to £24m dependent on performance.

To grow its share in rapidly rising global online bingo market, PartyGaming will look to B2B deals such as those recently inked with Italian land-based lottery services provider Intralot and Cirsa, which just happen to be the largest land-based bingo operator in Spain.

A PartyGaming spokesperson said "expect us to do more B2B deals" to take a slice of the global online bingo market, which is set to grow from US$1.5bn to US$2.8bn by the end of 2012, according to industry data business H2 Gambling Capital.

"Europe is the exciting area for us. Cashcade will be helping us build the PartyGaming platform while continuing to building their own brand, but we will also be looking to build market share through more B2B deals following those with Intralot, Cirsa, DM and Channel 5".

"Cashcade has recently grown its share of the UK market to 23%, so they’re really at the top of their game in terms of taking share from other competitors".

PartyGaming advises it has the necessary access to the cash and debt markets required to play a role in the unfolding consolidation play, following its recent settlement with the US DOJ. Party had £193.1m cash on the balance sheet at of 31 December 2008. The £95.9m total consideration for Cashcade and the settlement of £72m to the US DOJ will however be met from this.

PartyGaming finance director Martin Weigold advised in a conference call to journalists that the company had already been engaged in "extensive discussions" with banks in relation to raising funds for further M&A activity.

PartyGaming Buys Cashcade To Grow Online Bingo Mkt Shr

LONDON - PartyGaming PLC (PRTY.LN) Thursday acquired Cashcade Ltd. for GBP95.9 million, a move aimed at significantly increasing its share of the $1.5 billion global online bingo market.

It's the online gambling company's first deal since its settlement with authorities in the U.S. over its defunct operations there.

PartyGaming will initially pay GBP71.9 million for bingo and casino operator Cashcade, and up to a further GBP24 million subject to Cashcade's future profit performance.

The deal, which is being financed by existing cash, was well received by investors and boosted PartyGaming shares by 5.5% as of 0954 GMT in a lower London market. The stock has risen 27% since January, and 17% over the past 12 months.

Cashcade is partially owned by debt-laden newspaper publisher Independent News & Media PLC (IPD.DB), which holds an 18% stake, and private individuals.

Cashcade's online bingo websites include Foxy Bingo, Think Bingo, Bingo Scotland as well as casino sites such as Getminted.com and Foxy Flutter.

PartyGaming expects the deal to be earnings enhancing before amortization of intangibles in 2009.

Cashcade's earnings before interest, tax, depreciation and amortisation more than doubled to GBP12.2 million in 2008 from GBP4.9 million a year earlier. It booked net revenue of GBP44.9 million in 2008, up from GBP28.5 million.

PartyGaming Chief Executive Jim Ryan said the Cashcade acquisition provides the group with "an excellent platform to build a meaningful share of the $1.5 billion global online bingo market."

"Our longer-term strategic objective is to become the market-leader in online poker, casino, sports and bingo," Ryan said in a statement.

Daniel Stewart analyst James Hollins said the deal is "extremely attractive, providing an immediate boost to earnings and a market-leading position in online bingo." Hollins has consequently raised his target price to 366 pence from 339 pence, and with 56% upside to Hollin's target, he retained his buy rating.

Other parties who were reportedly interested in Cashcade included 888 Holdings PLC (888.LN) and Paddy Power PLC (PLS.DEB).

Independent News & Media, which is haggling with its bond holders over EUR200 million of overdue debt, will receive EUR15.3 million for its Cashcade stake after costs. It may also receive incremental proceeds in 2010 and 2011, subject to certain earnings targets being met.

In April, PartyGaming agreed to pay $105 million to U.S. authorities, and in turn the U.S. attorney's office for the Southern District of New York agreed not to prosecute the Gibraltar-based company or its subsidiaries for providing Internet gambling to customers in the U.S. before the federal government's ban of the industry in October 2006.

At the time, Ryan said: "We are now well-placed to seize organic as well as strategic opportunities that previously were beyond our reach."

Internet Gambling Makes Push in Asia Pacific Region

The past month has seen a surge of both established and not so established Internet Gambling and other gaming companies make a push into the Asia Pacific region. Independent News & Media set for £20m cash boost - 20th July 2009

LONDON - Indebted newspaper group Independent News & Media is in line for a £20m cash injection after a deal was struck for its minority-owned Cashcade online gaming business to be sold to PartyGaming.

The group behind The Independent and The Independent on Sunday is in need of the money to help refinance a €200m (£172m) bond which was originally due to be repaid in May.

It is also attempting to sell its price comparison business Verivox.

IN&M owns 20% of Cashcade, which PartyGaming is buying for £100m.

PartyGaming is understood to be paying £75m of this upfront and the remaining £25m at a later date depending on the business's performance this year and in 2010.

Details of the sum IN&M is due to receive were unavailable but if proportionate it is likely to receive £15m now and £5m at the later date.

IN&M's current "standstill" agreement with the holders of the €200m bond is in place until July 24.

The Sunday Times has reported that the agreement is expected to be renewed until late August or early September.

The acquisition of Cashcade, which owns well-advertised bingo website Foxybingo.com, is likely to be the first of many in the sector for PartyGaming.

PartyGaming close to 100 mln stg bingo buy-source

LONDON, July 19 - Online gaming group PartyGaming is close to announcing a 100 million-pound ($163.1 million) deal to buy Cashcade, owner of the foxybingo.com Web site, a source familiar with the matter said on Sunday.

The source, confirming a story in the Sunday Times newspaper, said PartyGaming was likely to pay an initial sum of around 75 million pounds followed by a further 25 million depending on the performance of Cashcade in 2009 and 2010.

PartyGaming declined to comment.

The deal would be a boost for indebted newspaper publisher Independent News & Media), which owns a near-20 percent stake in Cashcade and is looking to sell assets to raise money.

The timing looks to be good, with the World Series of Poker still in many peoples minds, and I think both news media, industry media, and punters will pick up on it. WSOB is likely keen to pick up a few whales also. PartyGaming is another company that has a Backgammon product, PartyGammon, however I don't believe that Party ever pushed hard on their backgammon offering, however I may be mistaken. It did form part of their whole PartyGaming offering however, and gets mentioned in their various press releases, in the series of websites section. Aspers casino set to grow - bdaily - 29th June 2009

Aspers Casino owner Damian Aspinall gives bdaily his views on the evolution of the North East arm of his business

Aspers casino have announced they intend to base their operations in the North East to grow the casino’s brand throughout the country.

Newcastle already has their flagship casino, located at the Gate, which is the busiest casino outside of London, and Aspers is keen to be seen as an “entertainment venue” rather than just a place to gamble.

Casino owner Damian Aspinall was at the Newcastle casino this week to promote their expected growth. He said: “I think this is now one of the most popular indoor entertainment venues in the country, London Zoo gets a million people a year Aspers has half a million.

"For the North East to have one of the premier entertainment venues in the UK I think is a pretty good thing, it’s something they can be very proud of.”

He added: “Originally Newcastle was our first provincial venue. What we were looking for was a major city and also a city that enjoyed itself, enjoyed life. "When we opened this there was nothing like it in the country.

"There was a bit of a gamble on whether people would understand the product, a lot of people thought they wouldn’t, but Newcastle has such a great reputation for going out and enjoying life that it seemed like the right place.

“We’re constantly expanding this business all the time. We signed up on the site with room to grow and I think in the next two or three years we’ll add to the existing site."

Aspers have two other casinos across the country, one in Swansea and the other in Northampton, with another site to be built in Bournemouth.

Not just a casino

Richard Noble, Aspers’ Chief Operations Officer, said: “One myth we come across is that we’re here just for gamers, and we’re not. We cross over all entertainment and we really mean that.

“We had half a million customers last year and we’re looking to increase that number in the future.”

As Aspers grows throughout the country, it hopes the leading site in Newcastle will have a knock-on effect for the surrounding community, with more people through the doors and more business being brought to the region.

Richard said: “Aspers is well and truly on the map. If you talk to anyone within the industry this is the flagship, this is what people aspire to. Newcastle is a great city, and Aspers is a great casino so the two have a good link.

“We certainly have businesses from far afield who choose to come and play here. A lot of people from the Far East do choose to come to Newcastle, people from Glasgow, Manchester and all over the globe choose this as the venue and the city to come to.”

He added: “I think all business will find it tough during the global recession. "Something we strive to do is to hire general managers that are very entrepreneurial, and we give them quite a bit of autonomy to run their businesses. What we’ve found is we’ve actually grown through this process.

"I think if we stand still and do nothing then we’ll be affected like any other business, but we have not seen any effects of the recession so far. We have seen growth consistently month on month but we will be striving for more markets.

"The first area of benefit to the community is jobs, as we’re expanding we’re bringing more and more jobs."

Richard says Aspers has strong links with the community to take care of potentially vulnerable “gamers”, and has spearheaded a campaign that sets up links in the area to tackle problem gambling.

Teresa Tunstall, head of social responsibility training at Gamcare, a registered charity and national authority on gambling, said: “We do a lot with Aspers and they are a very busy casino, but they do take their social responsibility seriously and they share a lot of information with us.

“They have a very good programme called CARG (Community Action for Responsible Gaming) and they regularly invite local people, like the local church, licensing authorities, police and members of the community, to talk about their concerns.

“We have worked with Aspers for a long time and by working closely together we can help to eliminate the issues and send problem people to get the right help, like our partner NECA (the North East Council on Addictions).”

Richard Noble reiterated the importance of social responsibility, pointing out that the average person spends £20 in the casino, “similar to what you’d spend at a bowling alley, a cinema and a lot cheaper than having a few drinks on the quayside.”

He said: "We also enter into what’s called a self exclusion agreement with an individual, which is where we have a contract with the person where they won’t enter the premises for six months.

"After that six-month period if they want to re-attend they have to absolutely convince us that whatever problems they had have actually gone. It is only a handful of individuals who potentially get into that circumstance, and it’s not a part of the business we want to see happen – so we will help them. This industry is about having fun, we’re an entertainment centre."

Damien said: "It is an entertainment venue. A third of the people that come to Aspers are women, and if you look at the attendance of other casinos across the UK it’s probably two or three percent.

"That’s the difference, we have a spa and restaurant, a lot of people come here just to have a drink or dinner as opposed to gambling, and that’s our vision, it shouldn’t be just about gambling.
